Meandering the streets of the Red Light District of Angeles City, Pampanga are Erika and Tom, children of transnational relationships between a Filipina and an African-American soldier. They bump into foreigners at every corner. People look down on them because of the color of their skin. The city breathes with danger looming at every corner. However, both are oblivious of it all. Both have grown oblivious of what for them is customary.

It was 1991 when the American Naval Base in Angeles City closed its doors. Two decades have already passed and, still, the battle has not yet ended for those who were abandoned and stripped off their rights. Erika and Tom are only two of the more than 52, 000 "Amerasians" who are still hoping and waiting for the time they could claim what is continually being deprived of them by the American government. They are only two of the many who are enraged by the desertion, and dream for that promised return. Today, they will fly paper planes made of their grievances, anger and hope. They are Erika and Tom - few of the many forgotten angels of Angeles City, Pampanga.
